Paying for UBCx

This is a back-of-the-napkin financial model for different ways to pay for the Millennium Line SkyTrain extension from Arbutus to UBC, known as UBCx. It includes high-level estimates on what the project could cost (including critics' estimates) and then a range of funding models, from complete senior government coverage, to new revenue tools for TransLink. The numbers in here are all publicly published estimates and where further assumptions (e.g., inflation) are added, they have been noted. Play with the sliders and see how you think we can cover the cost for this unique piece of public infrastructure.

    How the model works

    • Route segments and stations are priced with the 2019 UBC Rapid Transit Study's unit costs. One multiplier (2.19) scales them to 2026 dollars; the same multiplier reproduces the Broadway Subway and Surrey-Langley budgets to within 1%.
    • A concept-stage contingency is added, then TransLink's own costs for trains, storage and integration, which sat outside the Province's Broadway and Surrey-Langley budgets.
    • Spending runs over the construction years with escalation. Every stream is converted to present value at the borrowing rate of whoever builds the line.
    • Partners, value capture, TransLink's own share and new regional revenue come off the top. What remains is the senior-government requirement, split between Ottawa and the Province.
    • The bond is the debt raised against dedicated revenue. If TransLink builds the line, or signs a fixed payment, it lands on TransLink's books and is tested against its own limits: net debt under 300% of operating revenue and interest under 20%.

    What is estimated

    • The Province's borrowing rate: about one point over the federal long bond, since no provincial rate is published.
    • UBC's $100 million is TransLink's 2019 estimate. MST Development Corporation's default comes from the Capstan Station levy precedent. Neither is a commitment.
    • The sales tax yield (the 2015 estimate scaled forward), the vehicle count, storage cost per train car and 99 B-Line savings.
    • Route lengths, measured from TransLink's 2022 concept. The business-case alignment is not public.
    • The TransLink tests use its 2026 balance sheet; they do not project its other borrowing. Benefits such as travel time and emissions are not modelled.
